Stop Work Order Delays Rock Scaling on Vernon's Eastside Road to Protect Migratory Birds

Rock Stabilization Delayed Due to Nesting Birds

The City of Vernon has temporarily halted critical rock slope stabilization efforts on Eastside Road along Okanagan Lake after discovering active migratory bird nests in the area.

The protective pause affects scaling and netting work at three major locations—9730-9734, 9600, and 9483 Eastside Road—originally scheduled between May 20 and June 3, 2025.

To comply with environmental regulations protecting nesting birds, these segments of the Rock Slope Stabilization Project are now deferred to late summer, with a specific schedule yet to be determined.

This stop work order reflects an ongoing commitment to balancing public safety with environmental stewardship.

Rockfall Risks Remain

The stabilization project, funded by a 1.9% levy and the City’s infrastructure reserve, was prompted by a series of slope assessments conducted in 2008, 2018, and 2023. These inspections identified dangerous rockfall hazards at various sites, with the Crosby Road slope listed as the top priority.

Mitigation measures across affected sites include vegetation removal, rock anchors, and the installation of steel mesh netting to prevent falling debris.

Other Work Still On Schedule

While the Eastside Road segments are postponed to protect migratory birds , construction continues as planned on the 3100 block of 35 Street between May 26–29. The area will be under full road closure with detours in effect, although bus access will remain available.

The City anticipates the full Rock Slope Stabilization Project will be completed by late summer 2025.

Motorists and nearby residents are urged to stay alert and follow posted traffic control signs throughout the duration of the work.
