SPALLUMCHEEN, B.C. - Construction is underway on the North Okanagan Wastewater Recovery Project (NOWRP), a multi-jurisdictional sewer and water reclamation system expected to serve portions of the Township of Spallumcheen, Regional District of North Okanagan Electoral Areas B and C, and potentially Okanagan Indian Band lands in the future.

The project’s current estimated total cost is approximately $49.6 million to $49.8 million, up from the original 2019 estimate of $36.9 million. Officials have attributed the increase primarily to inflation, supply-chain pressures, and delays related to permitting and external economic factors.
Funding sources include:
$24.3 million from the Investing in Canada Infrastructure Program (joint federal and provincial contribution)
$9.5 million from additional provincial grants
An estimated $7.5 million from the Okanagan Basin Water Board Sewerage Facilities Assistance program
$1.5 million from Township of Spallumcheen reserve funds
$5.2 million in Regional District of North Okanagan borrowing previously approved by property owners in the local service area (2019)
A separate process for up to $4.8 million in additional Regional District borrowing (intended to be serviced by the Water Board grant)
Interest earned on grant funds
A final project cost will be confirmed after the Regional District tenders its portion of the collection system work later this year.
Construction of the Spallumcheen portion, including collection lines, lift stations, and treatment and storage ponds, began in July 2026.
Commissioning is targeted for fall 2027, with full operation anticipated in early 2028.
The system is designed to replace aging septic systems in the Swan Lake corridor, improve local water quality, and produce reclaimed water for agricultural irrigation. Similar reclamation systems already operate in Vernon and other British Columbia communities.
Project partners are the Township of Spallumcheen, the Regional District of North Okanagan, and the Okanagan Indian Band.
Officials state that the majority of capital costs are covered by senior government and regional grants, with local contributions limited to the defined service area and Spallumcheen reserves.
