Vernon Council Advances Major Mixed-Use Development at Polson Village Centre
Vernon, BC - City of Vernon Council has taken the first formal steps toward creating a new high-density “Village Centre” in the Polson area.

On June 8, 2026, Council gave first and second reading to Official Community Plan Amendment Bylaw 6080.
The bylaw officially designates the roughly 18-acre site around Polson Drive, 14th Avenue, and Kalamalka Lake Road as Polson Village Centre (also known as Via District).
Key Features of the Proposal
Taller buildings permitted: Unlike other Village Centres limited to 6 storeys, Polson would allow buildings of 16 or more storeys in strategic locations, subject to design guidelines and public benefits.
Mixed-use vision: A combination of housing (apartments, townhouses, mixed-use buildings), retail, offices, and a potential hotel.
Transit improvements: Plans include a dedicated bus pullout on 14th Avenue and better integration of transit stops.
Pedestrian focus: Wider sidewalks, street-level commercial activation, public plazas, shaded spaces, and strong emphasis on walking, cycling, and reduced car dependence.
Community amenities: New public spaces, parks, and connections to Polson Park and nearby natural areas.
The project is being proposed by Arrowleaf Real Estate Holdings Ltd., a Vernon-based developer that owns the entire site. Arrowleaf is the real estate arm of the family enterprise that owns Kal Tire.
Background & Community Input
Arrowleaf hosted a public engagement event called a “Block Party” at BNA Brewing Co. (1714 Kalamalka Lake Road) on September 25, 2025.
According to the City of Vernon staff report and engagement summary, over 160 people attended and a total of 84 surveys were received. The feedback showed generally positive support for growth in this location, provided it includes housing choice (including affordable and senior options), strong public spaces, nature integration, and good traffic management.
Next Steps
A Public Hearing is scheduled for Monday, July 20, 2026, at 5:30 pm in Council Chambers. Following the hearing, Council will decide on third reading and final adoption of the bylaw.
Detailed rezoning and development permit applications would follow if approved.
Construction of the first phase is currently targeted for 2027, with the full build-out expected to unfold over 10–20 years in multiple phases.
