Vernon Mobile Home Park Faces Approaching Deadlines for Penalty and Repairs

March 9 2026 - Vernon, BC - Crown Villa, a manufactured home park on Okanagan Avenue in Vernon, is approaching key deadlines related to a provincial administrative penalty and required electrical upgrades.
According to a January 9, 2026, Notice of Administrative Penalty and Reasons for Decision issued by the Residential Tenancy Branch (RTB) Compliance and Enforcement Unit, the property owner was ordered to pay a total administrative monetary penalty of $55,000, consisting of eleven one-time penalties of $5,000 each, corresponding to the park's 11 sites.
The penalty is due on March 10, 2026.
The RTB decision, stemming from an investigation prompted by a complaint from Technical Safety BC (TSBC), alleges that between April 29, 2021, and December 9, 2025, the park's electrical system was not maintained in a reasonable state of repair or in compliance with applicable housing, health, and safety standards, contrary to section 26(1) of the Manufactured Home Park Tenancy Act.
It also alleges there was a failure to complete emergency repairs to the electrical systems, contrary to section 27(1) of the Act.
The decision also alleges other non-compliances
The property own has stated publicly the required upgrades are costly and that she has faced financial challenges in addressing them, citing low pad rents and limited income from the property.
Separately, TSBC has ordered the owner to repair or replace the electrical equipment by April 10, 2026. If the work is not completed and verified by that date, power to the site would be disconnected and remain off until corrections are made.
The RTB decision notes that the owner may propose an alternative agreement to potentially reduce the penalty in connection with compliance actions.
