Was Health Care a Factor in Alberta’s Referendum Outcome?
October 20, 2026 – The final count is not in, but unofficial results show roughly 75% of Albertans voted to stay in Canada and forgo a future vote on separation.
That high number is in stark contrast to the apparent support for more autonomy revealed in eight out of nine referendum questions put to Albertans.
Majorities, or near-majorities, backed most of the measures giving Alberta more control over immigration, service eligibility, and other areas of provincial jurisdiction.
One question stood apart.
Question 8 asked whether provinces should be able to opt out of federal programs that operate in areas of provincial jurisdiction, specifically naming health care, education and social services, without losing the associated federal funding.
Question 8 failed by a narrow margin. While the other autonomy questions found majority support, voters on this one preferred to keep the existing shared arrangement rather than allow provinces to withdraw while retaining the money.
That result sits alongside the wider rejection of Question 10, the non-binding question on beginning the legal process for a binding separation referendum.
Remain won by a large margin.
Does the narrow defeat of Question 8 help explain the larger defeat of Question 10?
It is a question worth asking. Pre-referendum polls did show older Albertans as less supportive of the separation process and more strongly attached to a publicly funded health-care system, which leaves the question available for further analysis.
The pattern in the results, however, is clear: support for more autonomy held on most questions, but stopped short where the health-care arrangement was concerned.

Background:
Question 8 - Do you support the Government of Alberta working with the governments of other willing provinces to amend the Canadian Constitution to allow provinces to opt out of federal programs that intrude on provincial jurisdiction such as health care, education and social services, without a province losing any of the associated federal funding for use in its social programs?
Question 10 - Should Alberta remain a province of Canada, or should the Government of Alberta commence the legal process required under the Canadian Constitution to hold a binding provincial referendum on whether or not Alberta should separate from Canada?
